MANILAau777, Philippines — The Civil Service Commission (CSC) clarified on Monday that individuals who passed the Bar and licensure examinations are automatically eligible for civil service positions.

In a statement, the CSC explained that under the amended Republic Act (RA) No. 1080, “the Bar examinations and the various examinations conducted by government boards are regarded as civil service examinations.”

According to the CSC, eligibility is essential for appointments to government positions that require the practice of a profession, such as doctors, engineers, and lawyers. Licensed professionals may also work for government positions unrelated to their field of practice.

The commission added that the eligibility extends beyond the Bar and Board exams passers.

Since 2014, it has also applied to marine deck and engine officers licensed by the Maritime Industry Authority (Marina) following a law transfer that moved licensing responsibilities from the Professional Regulation Commission (PRC) to Marina.

“Additionally, passing the Shari’a Bar Examinations is also recognized as a qualification,” the CSC added.

The CSC also said Bar and licensure examinations passers are no longer required to visit the CSC offices to apply for or obtain a copy of their certificate of civil service eligibility.

“A valid professional license or a copy of the Certificate of Registration or Competency or Report of Rating issued by the Supreme Court, PRC, or Manina can serve as proof of eligibility,” the CSC said.

Eligibility, however, is only one of the qualifications for appointment in civil service.

“Individuals applying for career service positions must also meet the education, training, experience, and competency requirements outlined in the Qualification Standards,” the commission said.
